RRECS Resources | New York Rural Letter Carriers' Association (2024)

The menu has been renamed from Rural Activities to RRECS Activities. The RETURNLUNCH and ENDLOADVEH scans are no longer visible until after their corresponding OUTLUNCH or STARTLOADVEH has been entered, they are the only options to choose once the initial scan has been started. It is now a guided menu that only displays pertinent scans to what part of the day it is. CLOCKIN to DEPART2ROUTE it only displays morning office scans, between DEPART2ROUTE and RETURN2DU it only displays on street delivery functions, and between RETURN2DU and CLOCKOUT it only displays relevant afternoon scans. There is an additional scan after RETURN2DU has been entered, “RRECS Activity Summary,” which displays a list of all scans that were entered that day so far. If all functions are needed due to an error or something is missing then you will need to go to the 3 bars at the top right of the MDD and select Show All Activities, hotkey R, in order to show all scans. This is irreversible for the remainder of the day on that MDD, if you swap MDDs you can return to the Guided Menu. Powering off, logging off and taking the battery out of the MDD do not bring back the Guided Menu.

For more information please read theRural Activity MDD Update (November 2023).

Only Random Letters and Flats, Walking Distances, PARS Labels and recurring Miscellaneous Activity not captured by the automated standards will be measured or counted. WSH will need to be counted manually, even if bundled, these numbers will be held for verification if it is found that WSH is not already included in the bundled flats.

Previous MMS Dates will be saved – not deleted – on the calendar for future references.

LTM Certification Paper for Carrier Records

RADAR must be posted in every office with rural employees, daily
End of Run (EOR)

The RREDP will be available to all carriers wishing to file disputes over items that are questionable on the October 7th evaluations The deadline for all disputes to be filed is 10/20/2023 at Close of Business (5:00pm EST).

The disputes are to be filed in your offices with your management off the clock, not in PM duties. Most items are able to be disputed, but all disputes need to have the 4241a and 4241m attached when sending up to the NY District Representative, Phil Tremper, and the USPS District Manager of Labor Relations, Leslie Selice. The disputes need to be sent hard copies to both parties, by the office. There may be additional required information relevant to your dispute such as any documentation the carrier kept track of or LTM/DPM records, please make sure that copies of all relevant documentation go to both the USPS and the NRLCA. All disputes need to have proper documentation – hard copies of the documents, not pictures. The dispute process is taking place instead of the grievance process. Outcomes of the disputes will be retroactive to the initial date the evaluations went live, October 7th, 2023. Each item being disputed will have its own separate form, each route disputing an item needs its own separate form. No grouping of an office with one issue on one form, & no grouping of multiple disputed items on one form. If there is not substantial evidence to prove your claim on the dispute there will be no action taken.

Guide to proper documentation.

High Option was negotiated as no longer disputable, this needs to be chosen before evaluations are available – as they always have been in previous mail counts prior to RRECS. High Option was negotiated as non-disputable by the USPS, they wanted to take away our ability to dispute any questionable item and we settled on this.
